Trying to mod my scenario, give more MPPs to Japan via convoys, specifically the DEI...

They now have 6 oil wells, 15 MPPs a shot, 90 total, plus cities and towns gives me 122.5. But the convoy is only delivering 45, an efficiency of 37%.

All countries have an occupational efficiency of 80%. Japan's Industrial Modifier is 70%. Even combined (.8 x .7 = .56) they can't explain the shortfall. I checked all of the other applicable convoys going to Japan, and many show similar shortfalls. The #PERCENTAGE= settings are all 100%.

The DEI has 2 main islands (I split Borneo off as a separate country for playability reasons), so maybe all of the resources on the island which doesn't have the convoy line commencing on it (Java) aren't being transferred (but that doesn't explain the shortfalls from other single island countries). My understanding was that you can only have one departing convoy from a given country, the scriptreader will ignore any after the first one unless that one fails a check of some sort or another.

Any clues?

What is the actual strength of the resources, as that will impact on MPP collection.

If you mean the level 5 enemy occupation maximum, yes my manual calculation definitely accounts for that. [i.e. shows 5 on an oil well, mouse hover over it shows "15 MPP"]
