When are these displayed? When, you have selected one of those independent engineering units which is used to repair rails. You can find the units (just a few) either from the Commanders Report or by using one of the hot key CTRL-NUMBER which will highlight them. Once, you select them, all rails hexes which you control will have three shades (maybe brown or burgundy ... in WITW now). Neutral Friendly = 100% functional Darker Brown = damaged Lighter Brown = set to repair next turn, since you used the unit I think even though the unit cannot make it to the hexes in the current turn due to MP, they still shade. Give it a try, and see if you can catch it with your vision. Good luck.
