It's a duplet comfused with 63 SBAP.
On start of the war 4 SAD had:
38 IAP (Tallinn)
35 SBAP (Tartu)
50 SBAP (Haapsalu)
63 SBAP (Kuusiku)

probably 53 DBAP with 46(9) DB-3B

53 DBAP (DB-3F/DB-3A) was assigned to 40 DBAD and based in Relbitsy AF (Soltsy area) at start of the war.
