Hi, From what I understand of the rules and the explanation in the manual, combat does not use odds. Instead, all land steps fire their artillery first (and planes too) and do damage to the enemy. Then surviving defender steps fire their guns, then surviving steps on both side fight with their tanks factor, then attacker guns and finally firearms on both sides. So the odds will give you a rough value of you strength and by playing with it you eventually get a fell of the damage done in combat. But a 12-strength unit composed of 50%-50% artillery and firearms will probably be much stronger than a 12-strengh unit just made of firearms because the firearm unit will be damage before it can fire. Of course, this assumes that all weapons have the same chance to destroy a step, be it firearm or tanks. But it might not be true, as it is under the hood. Odds do seem to be used however for other effects such as chances to be overun (starts at 7vs1) and maybe for chances to retreat too (but not sure for this one).
