Started a game with another major being pretty much in the neighbor. So when I attacked I noticed they had a nuke launcher (GR Hellraiser) inside their city.

I haven't encountered nukes before in this game, but the description says it's a "one shot" thingy. I have their city surrounded but it's seemingly giving them some super human abilities against my attacks every time? I just wanna know if I'm screwed or there's any possibility to take it.

And another general question, is it even possible to starve out a city in this manner? The troops that got left out of the city are starving and pushovers, the ones inside, not so much.

Well - the Hellrasier is a lucky GR find. It is only one shot then it disappears....It has a range of 4 hexes as well, so really the Major should fire it off at a cluster of your troops...if you attack the city may even be a chance he uses it in defence - which would be silly as he then nukes his own city.

His "super" abilities maybe he has a high level of bunkerisation, awesome troops and stats, AI Difficulty etc....Just because you have the city surrounded does not mean hes lacking supply.

If his SQH is in the city that maybe well stocked and thus defending forces in said city will be fully supplied....

Also if has a food producing asset in the city (like a fooddome) he can still produce food in the city and thus still have food for hs troops. If he has a scavenging site on the old city ruins he can still produce metal and fuel, thus he can produce munitions and fuel....

So thats why just cutting of the city is only have the problem.....

IIRC, Nuclear Launchers can only be used in offense once - but asuming you got Nuclear Material to replace the ammo, they can always fight in defensive combat. They offer a lot of attacks - something in the order of 100 attacks/combat round.

As for the enemy resitance:
Major cities are notoriously hard to capture. All majors start on a Ruin hex, which allows infantry to entrench up to 250 points.
You must maximize you concentric attack bonus. You get it by attacking from as many hexes as possible. However, using units under different OHQ's (or the OHQ's themself) halves the bonus.
Additionally, light tanks with the biggest howitzer and armor can often easily crush infantry, even entrenched ones. In fact armor is so good, the combat evaluation underestimates it.
