Issue: Ship units ignoring no-automatic-evasion and/or manual speed settings

att: trigger-UnitDmgUnitDestroyed-postfire2-ignoringmysettings.zip

Repo: Load Scene, ignore side briefing, switch to side Red. Note the settings for unit "Light Amphibious Warship - test", manual speed is set to stopped (this is true of all the targeted units). Note it's heading is 0, not that doctrine Automatic-Evasion for it is set to iherited NO. Now press play, let it run ~10 seconds and pause. See it ignore the settings, see it change to flank speed and start turning? I don't see why it's over-ridding it's instructions.

Possible this is also applying to other units, I only happen to notice it with ships.

If I recall from long back, players complained about the ship just sitting there taking damage because they didn't give it a course/speed to take evasive action when under attack.
I thought the auto-evade was more around subs evading than for ships.

Those players should set auto-evasion to yes (the default). But I have auto-evasion explicitly set to No here.
