Under Variable ReOrg option, the use of a HQ-A in the reorg phase, simply prevents the application of a further doubling of the reorg cost. So with HQ-A the base rate of reorging Armor is still 0.2 oil. (A HQ-I would reorg armor at a cost of 0.4 oil). The use of an O-Chit halves these values. Brian.
