Maybe some kind of trail with lower IP coast then dirt roads in low and high mountains. The trail will only be useable by infantry and will have a movement cost of 35 or 30 in low mountains and 45 or 50 in high mountains. Or just plain 40 movement cost in high and low mountains so no real usage in low mountains but good for high mountains and forested low mountains.
