When attacking, my understanding is stacking goes up by 100 total stacking points per hex side. So if you attack from 1 hex, you receive penalties if your total attack force is greater than 100 stacking points. If you attack from 3 hexes, you receive penalties if your total attack force is greater than 300 stacking points and so on. Basically when attacking, stacking penalties consider your total force size rather than troops in each hex. When defending a hex, you receive penalties if your total defending force exceeds 200 stacking points. So when defending, you are only looking at one hex and penalties occur if your total force in the hex exceeds 200 stacking points.
