The percentage of agriculture economy is on the colonization page and represents situation during galactic republic. So for a planet with a large population you could have 99% of jobs be in "services" - you just don't need billions of people to run agriculture or mines on a planet with GR tech level. The percentage of farmers is on the apocalypse page - in the present there's not much of a service economy but if the planet is suitable for agriculture, people can still take it up.
