Fixed negative merchant marine bug
Fixed sub pursuit bug
Change targeting in naval combat - Air attacks - CV = 6 -> 10, BB 4 -> 2.... sub attack CV 6/9 -> 10/15
Added "night action" flavor text to combat logs
Fixed neutral air unit move bug I created
Add bookmarks to print friendly version in game version rules manual
Fixed air range occasional bug
Change retreat hex range 2 -> 3 hexes
Change naval retreat hex range 3 -> 6 hexes
Fixed A.I. using engineers to upgrade ports
Fixed resource defense text in combat log
Change land combat odds always have 3% retreat if the odds are 1:1 or greater. It was any odds.
Change rail repair rate 3 -> 2 to balance out the game pace.
Change ground strikes increase interdiction 25-30% -> 35-50%
Change interdiction will show up on enemy units reflecting if they have been interdicted
Fixed unit merging and swapping to work with units that have not moved yet
Fixed units that swap keep the entrenchment of their hexes
Change added ground support factors to combat logs
Fixed ground support correctly adds full amount not being reduced by attacker penalty
Added anti-sub for air unit on the unit display
Added if_Chance=(1-100) which is an event checker to activate the event if the random roll is less than 100
FIxed capped ground support at maximum to match units value
Fixed air units showing using a supply truck in hotseat mode on the enemy turn
Fixed hex control when all major powers have surrendered bug
Fixed end of game all major powers surrendered bug
Change all units that have a tank factor and oil use are now considered oil using units for supply penalties which include armor, mech, and USA large corps
Fixed naval night move after some naval groups returned to port
Change Removed extra port neear Lisbon, reduced 122,40 pot 9 -> 3 because it was too easy for Allies to get supply in Spain
Fixed 1941 scenario USA entry
Change Germany manpower 30 -> 32
Fixed bottom ships will now be destroyed if hit again in port
Removed rail event for Tabriz causing issues with other convoys
Added port in Persia
Added small fleet scenario for 1939 with max fleet size of 3 naval groups
Added more forest and swamp between Moscow and Gorki
Added addition Russian terrain on map

This is huge and interesting. Less shattered and going to queue now in crowded place (France for example). Will also allow for more risk taking I think... Curious to see the results...

If I understand the change in naval targeting correctly, CVs are now going to more vulnerable to naval air attacks.

Increase chance to be targeted in a big blob of ships.
Same for submarine attack to CV. The escort will be less efficient.

I understand to numbers for CVs and BBs, (basically a CV will now have 10 chances to be targeted on whatever the value of a fleet is instead of the 6 chances previously).

But the subs vs CV numbers I am not sure because there are 2 of them (goes from 6/9 to 10/15).

Wondering, could the second numbers (9 and 15) be for damaged CV groups (even more chances to be targeted by subs)?

My understanding is the second number is for damaged CVs. So instead of damaged CVs having a 9 target profile now they have a 15. So once a CV is damaged, subs will almost always target it when attacking a fleet they are in.

This might be the largest change in the list as I've played a few AI games and read a bunch of AARs, this was often utilized to shatter units that didn't have retreat paths. Overall I think its probably a good change to avoid the gamey moves to force that but could have a significant balance impact.
