In the TOE for militia units, Militia Buggies fall under the reinforcement type Light Armor. As a result, if you want to manually reinforce militia units that originally had Militia Buggies, you can only do so by replacing lost MBs with light armor, not buggies.
However, if a militia unit is formed later using 30-or-more-turn-old player designed units, those are (correctly, one assumes) classified as Buggy for reinforcement type. It appears Militia Buggies could and should be classified as Buggy for reinforcement type.
