It's kinda odd that we have airbases in Germany with no air groups and no air war. Flak units are assigned to them, but there is no bombing campaign interfering with production. We also have active depots throughout Germany etc. which can draw freight.
I guess putting dozens of air groups in Germany in 1941 would be OP, as a player could just move them all to the front, and the air war is perhaps simulated somewhat by the WE theatre box. However, we have the air bases within the scenario area, but not the air groups that would be there, nor the drawing of freight that these air groups would require.
Ideally, the GC would exclude Germany, Slovakia etc. from the scenario in 1941 and then enable these only if the Soviets capture certain objectives like Warsaw. One of the Soviet late-war campaigns already uses that mechanism to enable additional regions on the map in the Balkans.
