If we abstract that these are pre-war depots used by regimental HQs and airbases, that still physically exist and are ready to be used later in the war if required, then surely they should be set to zero priority in the Scenario files? The player should not have to know to do this sort of micro just to start a GC game, there's more than enough other things to consider.

The only active depots on 22 June 1941 should be those close to the borders with the Soviet Union.
