TF Won't Move (Full Version)

I have an Air Combat TF at Rabaul with a movement of "1/0" and it wouldn't move out. Undocked, fully fueled, etc. It's been like this for four turns.
If I move certain ships out, the TF then appears to have normal movement ("6/3", for example), but it's not a lot of ships left in and I'm afraid to send it out with the enemy so close.
If I form a single ship TF with one of these "rogue" ships, it moves "1/0" also.
Any ideas why this could be happening?

Do you have an image available to post? Have you tried disbanding the TF and waiting a day, then reforming it....GP

It looks like the offending ships have very high Ops values (1000 or over 500). Given these ships haven't moved in four days, how can this be?

I'll leave them disbanded and wait a day and see if that changes.

That can happen, especially with BBs that have expended a lot of their main armament ammo. Depending on port size and/or presence of AE/AKE types, if they disband before rearming and then you stick them all into a new TF, they'll suck up ops points like nobodies business.
