I'd say a Canadian member of the SSF brigade (note the shoulder patch) - probably still secret in 1943.

Also, the two start general gardening - there can't have been that many major generals (or possibly rear admirals) up there in 1943!

Check out the VP Navy website for info on the "Empire Express": bombing of Paramushiro and other islands in Northern Japan during 1943 and up to the end of the war by VPB-135, VPB-136, VPB-139 and one other squadron (can't remember which) of PV-1s/PV-2s. Official after action reports, a translated diary of a Japanese doctor assigned to Attu during the invasion thereof, photos of some of the crews, lots of good stuff can be found on VP Navy. Photos of shootdowns of various IJ planes by various patrol planes can be found there too.
