Playing VtB vs Gunnulf, and noticed something that is extremely annoying and that I think should be changed: Unit rebuilds.

There is currently no way for players to prevent shell units that arrive in the reserve from receiving replacements. As a result, these units arrive in the Reserve set to refit by the game itself and hoard all the manpower and equipment that is available and that you as the player may have needed elsewhere.

This should not be the case: rebuild shell units should arrive to the reserve with their status set not on refit and with their Max TOE lowered at 0. This would give the player the ability to decide when to start rebuilding these units and would allow them to distribute the resources when and how they see fit.

Here is an example from T10: The Axis produce around 20.000 men a turn and get 5.000 back from disabled. On T10 I got 3 shell regiments in the AR and they received 11.500 men as replacements, almost half of my weekly production. It is mid March 1945, these units will never be deployed to the field and I plan on disbanding them and never reforming them. Yet the game forces my hand and just took around 12.000 men from me that my units in the field desperately need but arent getting because of this.

And this only gets worse from there since on T11 I got 7 shell units which took up 43.5k men and 646 guns, basically not only hoarding up all of the production for the week but also whatever was left in the pool. And there are more shell units coming in the next few weeks:

Before anyone comments that I should just disband these units: I will, but this still doesnt fix the problem of timing or the game taking resources from me that I should be able to use where they are most needed. These are the most important weeks of the Soviet offensive and the game is hamstringing me from managing whatever is left of the Wehrmacht. It is extremely annoying. I can imagine that this is an issue in all scenarios but its real impact is shown in scenarios such as VtB where the resources are minimal.

As a second point: please change the designation for arriving shell units to "Rebuild" instead of "Reinforcement". It is misleading and forces me to add the filter 0 men to see what units are actually shells.

If they would arrive with normal status instead of refit would at least somewhat reduce the strain on manpower/equipment use.
but I agree there must be something done about distribution of manpower/equipment, of the little available it can't go all to TBs with very little going to onmap units.

Russians have this problem all the time. In 1941, almost no replenishment was received on the map, all replenishment went to the theater and to the reserve. It is not normal!!!

That may be a bug because I've read on the manuals that the Units that are rebuilt arrive with Max TOE set to 0.
Though that is on the paper-manual and it may have been changed on the live manual.

Ideally there should be a player-setting for that as in a full grand campaign one may want the instant refill and in more dire situations (VtB for instance) one may not want the instant refill!

This does look like a bug as they are supposed to arrive with 0 max TOE so the player can then decide what to do with the units. I will add this to our bug list. Thanks.

I would prefer that all new units arrive in reserve and to other theaters with zero TOE. This will make it possible to give reinforcements to existing units in the first place! This is especially true of the huge number of support units from the Russians! They just suck out all the replenishment and prevent the replenishment of the troops on the map!

Also would be EXTREMELY nice to be able to set TOE down past 50% to say 20% for units. This 50% TOE minimum settings, IN MY OPINION, is for the birds.

Completely agree, at least for the national reserve. For on-map units it may be possible to do some cheesy tactics with lots of 20% counters.

Is this a bug or what? As Soviet I've got several armies with ONLY zero strength divisions despite being on high supply priority for several turns. Several entire armies with no combat power, for several (10?) turns. Is this really WAD?

It already depends on the quality of the supply network and the distance to the depot! Replenishments come last after supplies and other supplies.

Need to make sure that the depot has enough freight and that the unit is stacked with a HQ. When they arent stacked with a HQ they get barely nothing. AFAIK Supply Priority doesnt affect if you get replacements just the other two things that I mentioned.

@Joel Billings: Any idea when the fix will drop? Might have to put the VtB game on hold.
