Am I right in understanding the below data:

High Altitude Camera Ceiling 50000 (ft?)

If that is correct, then I assume that flying a Recon at 20k + ft, would negate all Flak that is effective below 20k ft.

Am I mis-understang this?

I thought the same, but right now flak losses are huge, so don't expect low losses here.

Recon alt is just the alt an aircraft flies from/to target. it may gain some recon on its way. Over the target area the recon a/c tries to climb/descent to the camaera's optimal altitude which is 36k for the high alt cam.

So where is that data found - 36k?

Aircraft max altitude is 34.4k, will it still try and go higher to a 36k? Might it cause additional operational losses?

Camera data is in editor/device
a/c won't go over their max alt
Be careful not to use low alt cams over areas packed with Flak
