Does the morale boost from Infantry Warfare tech add a fixed 10% (for example, 50% goes to 60%) or does it increase 10% of existing morale (example, 50% to 55%)?

I think it's sort of both. As you're no doubt aware, morale is a variable based on your current and recent readiness levels. My understanding of the techs is that they increase your "equilibrium morale" - so if you had a unit with Strength 10 and Supply 10, its morale would go up from 100% (say) in a steady state to 110%. But when your morale falls due to losses or supply or attack, then the tech still has some benefits. I assume this is a proportionate thing rather than a fixed increment (ie after the techn the range of possible morale levels is 1%-110%, not 10%-110%).

I ran a test using the vanilla 1939 campaign and a copy with the only change being to give UK Inf Tactics. I checked the morale (only) of 3 UK units over 3 turns. I did not move any units on either side.

Normal
London garrison (5) 117/111/106
Cairo corps (8) 48/45/44
El Alamein (8) 58/55/53

Test
London garrison (5) 117/112/115
Cairo corps (8) 50/50/50
El Alamein (8) 60/61/61

Clearly in this test having Inf Tactics does make a difference but it doesn't seem to be much. I must admit, I will need to go back and look at how morale works because I didn't think the London garrison would lose 11 points over 2 turns when the pubs are still open!

Yes, its not much at all.

I have never liked the USSR having lower stats to start on their infantry and then moving to Infantry Weapons 3.

I am instead going to try having all beginning stats equal and use warfare research to simulate lower quality to start.

I will set USSR at 0 Infantry Warfare and Germany at level 1 with another chit to reach level 2. (Allowing the warfare categories to go to level 2)

In addition, each level will add 20% morale.

I'll see how this goes.

I can also then simulate lower Italian quality as they should also start with lower punch.

This is interesting but I'm confused... why does morale go up in the test and not on the non-test scenario? Is the tech taking several turns to take effect even though it was already present at the start?

In the 'Normal' game, UK does not have Inf Tactics but it does from the beginning in the Test game. That was the only difference between the two.
