My first ever city wanted to grow from Big Town lvl 3 to lvl 4 but when I got the pop-up decision I wanted to delay that growth a little. The reason for this was I had a happiness promise to keep and I though was easier to improve happiness in a smaller city. So I pressed "Ask me later" instead of giving the go order.

Several turns later I still haven't had the question/decision come back up (and the city has 115 K citizens). I play extremely slow and over read many things, whilst watching DasTactic and other guides - so I'm not sure how many turns have passed since the first decision popped up. Now I really want to grow the city (and I failed to keep my word in the city about the happiness).

Is there a way to get the Grow-city-decision back? [>:]

You'll need to call the governor of the specific city, there should be an option in the communication to upgrade the city to the next level.

Upgrading the city Tier would definitely made it harder as relative QoL would have dropped, dragging civilisation and thus happiness down with it. So a good choice.

You should be asked again 10 or 20 turns after the last denying. But as TinyForg said, you can also just call the governor.

And after investigating what a city upgrade would actually do, I decided to postpone it a bit more. I came back here to say that I got a reminder /as you wrote/ after what I guess is 15-20 turns.
