When starting Bootcamp 3, I move the platoons from the hex 38,23 to 37,24 and load them into Hueys. Then I ascend up to Nap and Low flight zones. After that, I move the copters to 36,24 to be able to ascend them up to the High level zone but it doesn't work. If I further move them to the hex 36,26 it still doesn't work. At this point the copters have 41 action points left and its passengers 13 action points left, so that there should be enough to ascend to the high level.

If the soldiers are moved to 37,24 during the first turn, then ending turn and loading them up at the start of second turn it's possible to ascend the helicopters to high level during that turn.

I wonder if there's some mechanic preventing the copters ascending to the high level during the first turn (lack of action points for the infantry perhaps?), or could it be a bug?

You can ascend from Ground to Low in one hex, then you need to move into another hex (adjacent) to climb to the High level.

No, no such first turn limitation.

Yes, it is possible that the passenger APs were the limiting factor preventing further helo Climb.

This didn't work for me for some reason. Is there some certain amount of action points that the passengers need to have for this to happen? I thought it's 10 AP to change the zone but the passengers had 13, helos 41 and it still didn't work. And I had moved even two hexes after ascending to Low flight zone

To go from Low to High requires 20 Action Points.

Yes, the loaded passenger AP's are considered at the moment.
