Isn't the morale for the RFSS brigades a little too generous? They were units raised for security purposes, not front line combat. Moreoever they were both pulled back to be trained more after poor combat results. The TOE reflects the equipment to permit them to quickly deal with Soviet forces trapped behind enemy lines (hence their motorization), but for example the 1st RFSS brigade appears on the map on turn 5 with morale 80, and I think a national morale value of 85.

In general all units follow the NM pattern, so in '41 it's 75 NM for Germans, +10 out of Motorization.
You could even have it start at 70 Morale as unit, since it's miles away from 85 in a few wins it will bump up pretty quickly close to 85.

Plus such reasoning could open a full can of worms where each unit could be potentially eviscerated, and then would a Security Division deserve 75 NM for instance? Exactly as much as your regular 1st Class Infantry division of the 1st or 2nd AK?
