What's the meaning of unit capability "XFireHeloShort"? I could not find it in the manual

It generally reduces the Soft Target firing distance of a unit that can fire at helicopters by half. This means an infantry unit won't fire a kilometre away at a helicopter flying - which is too far to be effective.
