GazBot -> [1.10.04b Matrix] - Sales and Income Tax not Generating revenue (1/27/2022 8:14:04 PM)

Hello.
Im on Shadow_Patch_v110_04b_Matrix in a multiplayer game and I have played the increase sales and income tax strategems.
I can see the tax's have been applied in the Reports - Treasury Cashflows Report but neither of my two zones are generating any revenue despite the 25% and 10% rates shown....They have 0 in the revenue column.....
Both Zones are regular zones....and I have the 40% tax bonus form Enforcement Profile Regime Feat
The Servce Tax does appear to be generating revenue.
Am I missing something or is this a legitimate error???
