If you look into the manpower screen you will see a mismatch between the individual countries and the total manpower produced for the Axis.
As you can see the individual production is a little above 200k, while the Manpower production in the special tab puts the number at 547k.
Since we are at it: I dont see why there is a need to add locations to the Special Manpower tab that do not produce anything. You have locations in Norway and Croatia here, and AFAIK neither of those countries should be producing anything. This could be what is causing the inflated number here. The section that says Manpower Cities/Towns also shows this number, which is incorrect.
Would be nice to have the math check out.
