In our PBEM game the Axis moved a DD from Odessa to hex 194,46 to shore bombard. The DD was intercepted by a Russian bomber that was in interception range and it lost 4 SPs. In the Russian turn, the bomber could not attack the DD as it did even light up as a naval target.
So two things. First we thought that naval units conducting a night move (in this situation it moved 5 hexes) could not be intercepted. Secondly since the night move status remains after the owning player's move that means it could sit there forever with the help of oilers and never be subjected to an attack by air.
I am assuming this is a bug. It would be significant for "D-Day" where pretty well every invading unit would be moving 6 or less from England to the mainland Europe.

Check your air setting...

If not set to naval you will not be able to attack.

That is the mostlikely cause. I do it all the time.

A night naval move is only for one turn. Next turn, you can do an air attack.

Yes, night move protection applies only if you start in port and move. Also, it is only 6 hexes range. Odessa (or even the adjacent south hex) is farther than that. So no night move there.

The icon is randomly showing up going over that range...
I do not believe it is "working" as a night move but the icon makes it look like it.
