does a fleet detract from ground supply?
for instance-in my current game, i have taken Tripoli and am attempting to move up the African coast. do i, by stationing my fleet in Tripoli harbor, detract from the supply reaching my troops? do the ships use up supply that could be going to ground units?

Ships have their own supply. If they are in port they just get it without impacting land or air units. Including them would be way too much micro management for players.

Troops on transports to not eat supply either.

Getting ground units to African ports that you want to send back to Europe and putting them on transports even if they can't move the current turn can save you significant supply to use on the rest of your units in Africa.
