Is the stacking limit still 12 per hex? I ask because the only mention I see in the manual is for bridges and they are a max 12. Seems they would be less than a regular hex so I wanted to confirm this hasn't changed.

You can stack up to 24 SP's, but you can only utilize the roads/bridges/etc up to 12 SP's

I always though when it came to combat >12 took higher damage. I guess I have been wrong for years.

Yes, that is correct.

Anything over 12 SP will cause you a penalty for being overstacked for combat.

I misunderstood your question, apologies. I thought you were just referring to the max limit in a hex

Ok. I knew I wasn't crazy. You may want to mention that in the manual because doing a search on stacking only brought up the bridge hex's and nothing about stacking for combat.
