Is this a Nate upgrade? Why produce anymore Nates after a certain point? Does anyone produce this at all?

I believe IRL reason was for cheap kamikaze , in game you shouldnt need them. Higher speed planes will make a better kamikaze

The KI-79 was a trainer aircraft, hence the two seater configuration. It was used as a kamikaze aircraft late in the war. In the game I agree that there isn't a practical use to build them outside of wanting to use up the Hitachi engines.
