Units that change TOE to not include items tend to shed them quickly, but when you lower their TOE below max they hardly ever do. For example; I set the Static Flaks in Germany to 50. 20 turns later they are still at no less that 97. Some of theses are on NSS too.

They do not shed equipment.
They simply do not replace it if it is under that %t.

I may be wrong but otherwise this would allow massive equipment switches around in rather gamey ways.

Striping units and giving them else where was done historically. The game arbitrarily limits this to forcing you to disband units or capping units before they refit. Disbanding would not be an issue if you could raise units at will.

I don't see it as gamey in the current state, with the exception of the above listed statics flaks. You are not making new equipment and it takes rail/yard limits and lowers exp. Code rules should be made to either punish the player for doing something or to limit specifically gamey things.

It is gamey for the static flaks as they LITERALLY do nothing until the Soviets attack some of them. The solution to this is to have actual airstrikes into Germany that can be intercepted by WE and take damage before and then deal with the real units. It would also give reason to stage aircraft in Germany like was done historically.

On map flak can do more than just fight Soviet air raids. Flak in on map cities will "fire" at any Event generated bombing mission on the city, reducing the effectiveness of the bombing. This is in addition to the value of the flak in the WE TB. So those flak towers do help protect their cities against bomb damage.

Reducing 4 Flak regiments to 50 TOE is the same as redeploying 2 to the front. You shouldn't be able to do it without paying the same severe political costs as normally redeploying.

I'm well aware. I have said that exact case is cheese. There is however historical precedent in stripping and bolstering formations.

Only Gary knows the exact calculations, but I know the value of the target city flak is calculated into the formula that determines damage to the city from the Allied event airstrike.
