In my experience, raider minor regimes are particularly difficult to move diplomatically. For example, trying to play a client-stratagem will often have a difficulty rating of several hundred or more, far beyond what a foreign affairs director's diplomacy skill capability leaving no hope of success.
Besides getting the regime to protectorate status, running up the relationship level, and assigning a shadow diplomat and/or advisor to the foreign affairs director, are there any other ways to close the gap and make it possible to get a raider to client status? Or is this a lost cause from the outset?
