In the last patch the change to rail conversion advancement did not take effect unless a new game was started. I am wondering if the fixes and updates in the upcoming patch, especially overruns will take effect for games that are in progress.

I would like to clarify the change to reinforcement/updates. Will we now be able to choose either reinforce or update a unit?

Overruns most likely take effect immediately. I doubt that is tied to scenario parameters.

I agree overrun code should be in the game engine not the scenario. For your other question:
