Not too many choices here.

DE 800 – Japan: Invade Portuguese Timor? I no longer do this. There is a minimal gain for the risk of Portugal joining the Allies.
DE 801 – Japan: Form The Indian National Army? Definitely yes. An Army for 80 MPP! What’s not to like?
DE 802 – Japan: Shall We Annex Territory From French Indochina? Yes. You gain Haiphong and supplies to China reduce. There is no downside AFAIK.
DE 803 - Japan: Building The Shinano Battleship or Carrier? What do you need? Personally I go for the Carrier.
DE 805 - Japan: Sign an Agreement with Wang Jingwei? Yes. Allows you to build 3 Garrisons in China without the cost of transporting them from Japan.
DE 806 - Japan: Form the Indochina Expedition Army? Personally I take the Army over the Garrisons. It’s worth 250 MPP vs 4 x 50 MPP.
DE 807 - Japan: Refit the Ning-Hai Light Cruiser? How is the game going in 1944? 200 MPP is quite a lot and do you need a Light Cruiser?
DE 808 - Japan: Shall We Occupy All Of French Indochina? I used to do this as it gives Japan Indo-China for 25 MPP but with the changes to US mobilisation for Japan’s gains in China I now say no. Better to invade Indo-China on the same turn you DoW on the US. Anything that increases US mobilisation should be avoided.

DE 808 - Japan: Shall We Occupy All Of French Indochina?

What causes the oil embargo? In 1.13 it ususually happened to me soon after I chose YES for this event. Is it related to this event, or to USA mobilisation?

The oil embargo will only happen from the 25th July 1941 and it does require the US to be at 30% or more mobilization, so both events are usually taking place around the same time, and DE 808 will increase US mobilization slightly too.

Thanks Bill. I think there are actually two "oil embargo" events - one seems to increase US mobiization every month, and another swings DEI 65% to the Allies and cuts the DEI-Japan peacetime convoy. I was trying to figure out if there is a way to prolong that convoy. If saying "yes" to DE 808 doesn't make any difference for that convoy, then I'll probably choose yes.

You're right, the big swing of the DEI happens at the start of it, with the US swings being more gradual and leading ultimately to mobilization.
