Build 1147.42 Release Notes (changes from Build 1147.41)

* Placed more tactical-AI calculations to run in parallel execution. This should result in better sim performance and higher CPU utilization in large scenarios.
* Fix: Satellites radar blind code check assumes horizontal radar (Exempting satellites from this check since they are designed for significant look-down angle)
