From my experience, and I might be wrong, super depots receive their freight in the same priority as they became super depots.
Example. Depots A B C.
A became super depot, then B, then C.
That is why A gets most of the freight, then B, then C.
Problem occurs when I want to get more freight into B or C. Lets choose C for this example.
Right now I have to move FBD out of depot A and B. This means that on next turn depot C will get most of supply while A and B will get barely anything if we compare received freight with a freight that they got while being super depots.
Moreover A and B will not act as a super depots for one more turn, as I have to move my FBDs again back to a depots.
And which one will be a priority now. A or B?
If results will not satisfy me - I have to move FBD, thus removing super depot status, for at least 2 more turns for one of this depots.
This is not good.
There should be priority between super depots that player can alter in order to change freight distribution between super depots.
