I'm worried there may be a nasty production bug in 1.00.16?

Can anyone else comfirm?

Example, as the UK most of my units have upgrade/reinforce OFF. However each turn my entire production is used, yet my units hardly gain any strength.
Where on earth is my production going?

I really hope I am wrong about this.

I sat up a quick test as a hotseat game, I don't have the same problem.
In this test I sent all fleets out to sea:

Checking the online game, some of my fleets have upgraded, despite being ordered not to:

Hotseat test 2, the Ramillies has upgraded to tech 40, even though it is set to reinforce only (scenario default).

I will test it when I get some time today...
Had not noticed that on the German side but we are playing the first few games I have played so...new stuff pops up.

I was able to validate...reinforce only will upgrade also so this code does not appear to work correctly.

Do me a favor. Toggle through the settings till you hit reinforce only. Then test it. I think I forgot to fix the scenario defaults.

So the toggle says one thing, the ships say another if that makes sense. The fleet repair option is for all the ships.

Another note. If you have 500 in upg/rei then yea it's going to eat your entire production for that.

The mechanism didn't change for that. I just added the split feature.

Is this bug caused by the issue with scenarios similar to WPP? Would having all units on reinforce/upgrade fix this issue until a hot fix is released?

Check WPP I might have done that one right. I know all the scenarios are done correctly now with all units starting reinf+upgrade
