Message with Leningrad fall tells that "I Fin. corps becomes Fin. Expeditionary Corps under direct German control and available for on map operations." But there is no Fin. Expeditionary Corps, I Fin. corps is still in Finland and locked. Add this corps to a map. And deploy it with a Finns in Leningrad area.
