No point to accept quest to raise things like autocracy or any of the other cause the game WONT give you those missions till after you fail.

**** happens. Scrap stratagems often give you profile increases and thus mitigate it somehow.

Yeah, it is a issue with the game design. As Volker57 said, scrap stratagems can combat it somewhat.

But longterm your goal is to never go against a large party in your state. Which I do not think is a good part of the game.
