I'm not an expert in history, but I do believe in those days, Armies were raised and then people from all around would came to join for the possibility to earn some money as that was one of the best ways to become rich. There were alot of foreign mercenaries, also. So I would say the building of the Army could even be considered a common knowledge and not something done in complete secrecy. Am I very wrong or at least close to the truth?
