Provided the designers and publishers don't object that is ;) I'm not sure if the exact sound file you are looking for is there, Marc? you did the banner right?

If it is a mpeg (mp3) file, a number of free programs (like cdex) can convert it into a wav. Once you have a wav file, you can edit with a free wav editor (like acid wave), cut n paste the portion you want to play into a file which you associate with the event.
