Nothing stopping you from firing up UV and proving what you state with actual reports and losses Chiteng. You know that, you have done that. Anyone who owns the game is free to start up a head to head game and move forces together to test results. I am surprised more people don't invest the time to do so. It also happens to be a valuable learning tool for testing out your plans and what to expect.
As far at your personal complaint about the B-17's in UV, they do seem to go down in WitP a tad more often, but as it is still a long ways from being balanced and tuned, the results don't mean much right now.
