I only use my level bombers in this fashion if I really want to cause some damage. You have to choose the moment to do this carefully though. Really you only want to target a transport TF with this otherwise, as you've said, you will take fearsome losses AND the morale of your crews will plumet. The problem is: you can't target the transport tf (it is up to the AI), during the combat phase a surface TF may appear and the AI will target this as a priority.
