Timjot/Wobbly, I think both of those are acceptable ways to allow torpedo bombers in while still limiting them from becoming uber-weapons in WiTP. I would certainly have no problem limiting their effectiveness, I just don't think they should be removed completely from port attacks as those type of attacks did happen in the war.
