The .30 cal Marine infantry machine gun unit that is represented by the half track icon but is really infantry...is it not supposed to be able to change facing for historical reasons or is this a mix up?

The halftrack icon usually shows up when oob changes were made to the oob that originally used to design the scenario. Not all scenarios were updated to the newest version, so search around for the most up to date scenarios.
