There is a per turn vic marker in the big vic hex. I got a decisive by not following the rules by buying a marine para company, which I dropped right on the vic hexes. Took the big one before turn one. I got a decisive in each of the battles, I just couldn't see coming over by amtrac or barge. It meant that I couldn't have any armor, but I didn't expect to use any. The paras had enough firepower to stop Japanese counterattacks, and enough staying power to assault in the later scenarios. thanks, John.
