What you require is the Nero Burning software.
You can get a demo version of it here.

Sure there are lots of programs out there for burning cds, but Nero is drop dead simple plain obvious and user friendly.
I use it all the time.
Any wargame file download will not likely be copy protected. Thus, all you do, is tell Nero which file is being burned to cd, the rest is more or less automated.
