Is there any way to change the behavior of combat report storing? Only saving one turn's worth of reports in the file is slightly annoying.

If you look in the SAVE directory, you will see all the reports for the turn as .TXT files. You can save them yourself.

I drag a Shortcut of the SAVE folder out onto my desktop for quick and easy access.

That's what I was talking about. UV saved multiple turns worth of reports to a single file. WitP overwrites the file every turn.

Hmm, I haven't saved a UV combat .txt file in a while, but I thought UV also overwrote the combat report text file every turn. Anyway, for WITP I just alt-tab out, copy and rename the .txt file, and alt-tab back in.

No, UV overwrote the file every time you loaded a save.

I've been alt-tabbing, mostly for screenshots, but it gets annoying for turns where much doesn't happen. Its not really an issue for PBEM, just single player.
