The bottom line is that yes you can speed it up but it is normally very expensive in exconomic terms and can take a long time before you see any reduction in the service date (if at all). What you did would be correct if you needed an earlier introduction of the George badly enough to forgo all other a/c production at Tokyo as well as pay a very big price in supply. You need to consider the trade off involved. BTW, looking at the production levels of Tokyo, the effort of switching production over might only give you the George a month or two earlier for about 2 years R&D effort. Choose your R&D changes carefully. [;)] And no, there is no research progress bar.
