Unable to See/Create TFs

In some scenarios in both Uncommon Valor and War in the Pacific I am unable to see or create TFs. I can see the ships in port but again I can do nothing with them. Anybody have solutions for this?[&:]

Found out what I was doing wrong. Thought TF would be auto-created at start of scenarios. This is not always the case... The TFs can be created through the port screen. [&o]
