Looking at it from the point of design, all counting of range, radius should be consistent, just like the location of buttons like exit in information windows should be the same. Unfortuantely its not the case here and is a common neurosis throughout the game. So many aspects of this game's design need to be learned individually without having the benefit of using things learned in other places, like how to exit an information screen. It does add more than initial frustration as you learn this game, I think it adds to its overall charm and it may even be intentional, forcing you to look everywhere, be careful everywhere, to pay attention to the details. Compare creating a TF to loading that TF with troops, its very different as well, but being able to see unit information on that screen is good to have and allows you have a look at formations at that point as you decide to load. So looking at this game, you need to look at all of its sub components and learn each individually because only if each part is understood and used effectively will you have an oppurtunity to achieve hoped for results. I think the over riding design goal of this game is for a player to come away thinking that logistics and planning are the most important aspect and that these are truely difficult feats to accomplish well.
